De Basis Data Infrastructuur (BDI) is een afsprakenstelsel waarmee deelnemende partijen gezamenlijk (federatief) data uitwisselen. Het afsprakenstelsel (BDI) geeft partijen de goede balans tussen beheersing (wie mag wat aan data inzien of gebruiken?) en efficiëntie (geautomatiseerd afhandelen), door middel van:
– Digitaal vertrouwen:
- controle over eigen data door “data bekijken bij de bron”
- zekerheid over identiteit
- hoge security eisen
- contractuele basis voor computers die zonder mensenhanden met elkaar communiceren
– Afspraken over elkaars “taal” en begrippen zodat automatisch verwerken mogelijk wordt:
- semantiek
– Tijdig automatisch gewaarschuwd worden (“events”):
- Vanzelf een signaal krijgen als het nodig is maakt het werken zeer efficiënt
- Als in werkelijkheid iets gebeurt of verandert is wat relevant kan zijn
De BDI is een doorontwikkeling van de concepten die in het FEDeRATED project ontwikkeld zijn. De BDI richt zich vooral op event-gedreven coördinatie in de fysieke wereld daar waar veel partijen samen een resultaat moeten realiseren: zoals in de logistiek. In de logistiek draait alles om de contractuele afspraken, de coördinatie tussen veel (onder-)aannemers en dienstverleners, en om compliance aan te tonen aan overheidsdiensten zoals de Douane. De handelingen om de fysieke goederenstroom op gang te houden zijn de trigger voor allerlei “events” in het netwerk. Weten dat relevante events plaatsvinden en vervolgens de bron kunnen raadplegen is voor alle betrokken partijen van groot belang.
Programma Digitale Infrastructuur Logistiek
Het programma Digitale Infrastructuur Logistiek (DIL), dat met hulp van het Nationaal Groeifonds in de periode tot 2027 zal worden uitgevoerd, versnelt de ontwikkeling en toepassing van de BDI. De Living Labs van DIL zijn vooral gericht op de logistiek via de mainports van Nederland. Andere projecten dan DIL zullen de BDI-afspraken ook toe gaan passen en testen. Dat wordt toegejuicht: hoe meer partijen praktijkervaring opdoen, des te sneller gaat de ontwikkeling en de adoptie. The Basic Data Infrastructure (BDI) is a set of agreements enabling participating parties to exchange data jointly (federatively). The BDI provides a balance between controlled data sharing (who is allowed to view or use data?) and efficient data sharing (automated processing), through:
- Digital Trust:
- Control over one’s own data through “viewing data at the source”
- Authentication
- High security requirements
- Formal contracts that define the level of service for Machine2Machine communications
- Agreements on each other’s “language” and concepts to enable automatic processing:
- Semantics
- Timely automatic alerts (“events”):
- Receiving automatic signals when necessary, making work highly efficient
- Being informed in real-time about occurrences or changes that may be relevant
The BDI is based on the ideas developed in the European FEDeRATED project. The BDI mainly focuses on event-driven coordination in the physical world where many parties need to achieve a result together similar as in logistics. In logistics everything is about contractual agreements, coordination between many (sub)contractors and service providers, and about demonstrating compliance to government bodies such as Customs. The actions required to maintain the physical flow of goods are the trigger for all kinds of ‘events’ in the network. Knowing that relevant events are taking place and then being able to check the source is very important to all parties involved.
Digital Infrastructure for Logistics
The Digital Infrastructure Logistics Program (DIL), supported by the National Growth Fund and set to be implemented by 2027, accelerates the development and application of the BDI. The program’s Living Labs primarily focus on logistics through the mainports of the Netherlands. Projects other than DIL will also start applying and testing the BDI agreements. This is encouraged: the more parties gain practical experience, the faster the development and adoption in the market of BDI will be.
